Montenegran Online Gaming

In 2012, Montenegro began offering online gaming licenses for casinos, sports betting, poker and other games. The licenses are part of an "all in one" turnkey solution that includes incorporation in Montenegro, banking, payment processing and an online gaming platform.

Online gaming has been legal since 2011; online licenses are issued only to operators that already hold a land-based games-of-chance concession (casino or betting), so an online license is an extension of a land-based license rather than standalone. Online operators pay around 10% tax on net or gross gaming revenue (depending on the product), and players now face a 15% personal income tax on winnings above EUR 300 at payout under 2025 reforms.

Recent amendments (effective 2024–2025) introduced:

A ban on participation in foreign online games of chance where bets are paid from Montenegro, with IP and payment blocking of unlicensed foreign sites and a public blacklist.

Stricter KYC, mandatory player identification, and real-time monitoring obligations for licensed online operators.
