Online gaming has been legal since 2011; online licenses are issued only to operators that already hold a land-based games-of-chance concession (casino or betting), so an online license is an extension of a land-based license rather than standalone. Online operators pay around 10% tax on net or gross gaming revenue (depending on the product), and players now face a 15% personal income tax on winnings above EUR 300 at payout under 2025 reforms.
Recent amendments (effective 2024–2025) introduced:
A ban on participation in foreign online games of chance where bets are paid from Montenegro, with IP and payment blocking of unlicensed foreign sites and a public blacklist.
Stricter KYC, mandatory player identification, and real-time monitoring obligations for licensed online operators.
