Montenegran Casino and Card Room Gaming

Casino gaming in Montenegro is controlled and licensed by the Ministry of Finance. Private companies and the government operate casinos. Gaming taxation is regulated by the Law on Tax on Games of Chance and Entertainment Games. In addition to casinos, Montenegro has over 100 slot halls. Today, land-based casinos generally pay around 10–15% of gross gaming revenue (plus fixed annual fees), while betting shops and slot halls pay about 10% of GGR plus a fixed monthly fee per outlet or machine, with rates adjusted by 2024–2025 tax reforms.

In July 2007, the government considered a proposal to limit the number of casinos in the country to 14. The courts ruled the law unconstitutional, and the government decided instead to charge 2 million Euros per license.
